JEFFERSON CITY, Mo. — A bill filed in the Missouri Senate looks to temporarily suspend the construction of any solar project in the state until 2027.
Senate Bill 849, introduced by District 18 Sen. Cindy O'Laughlin (R), would add a section to the Revised Statutes of Missouri to create a moratorium on solar projects.
It would also include a hold on issuing permits for a project.
Any ongoing construction must also be halted if the bill is passed.
The proposal calls for the Department of Natural Resources to set forth rules regarding environmental issues with respect to the construction, placement, and operation of a solar project.
This temporary freeze would last until Dec. 31, 2027, or until the rules are put into effect.
The act contains an emergency clause that deems it necessary for the preservation of public health, welfare, peace and safety.
It calls for the rule change to be in effect as soon as it's passed and signed into law.
Missouri Gov. Mike Kehoe voiced his support for O'Laughlin's bill during his State of the State Address.
O'Laughlin serves District 18, which encompasses all of northeast Missouri.
She is also the President Pro Tem of the Senate, the first woman in the state's history to hold this position.
