อุตสาหกรรมพลังงานแสงอาทิตย์’ จะขจัดความเชื่อมโยงการใช้ ‘แรงงานบังคับ’ ได้หรือไม่?
ห่วงโซ่อุปทานอุตสาหกรรมพลังงานแสงอาทิตย์ ‘จีน’ ถือเป็นผู้นำของโลก ชิ้นส่วนและอุปกรณ์ที่สำคัญของแผงโซลาร์เซลล์ส่วนใหญ่ผลิตจากจีนแทบทั้งสิ้น ในปี 2564 ประมาณการกันว่า ‘โพลีซิลิคอน’ วัตถุดิบที่ใช้ในการผลิต ‘แผงโซลาร์เซลล์’ 45% มาจาก ‘ซินเจียง’ ที่ถือเป็นหัวใจสำคัญของอุตสาหกรรมนี้ในจีน หมายความว่าชิ้นส่วนแผงโซลาร์เซลล์ส่วนใหญ่ในโลกน่าจะถูกผลิตขึ้นที่นี่ และอย่างน้อยบางส่วนก็อาจมีการใช้แรงงานบังคับชาวอุยกูร์ด้วย สหรัฐฯ และยุโรป กำลังกดดันจีนในประเด็นการใช้แรงงานบังคับ มีการออกกฎหมายห้ามนำเข้าสินค้าจากซินเจียงยกเว้นจะสามารถพิสูจน์ได้ว่าสินค้าดังกล่าวไม่มีส่วนเกี่ยวข้องกับการใช้แรงงานบังคับ “พลังงานหมุนเวียนเป็นพลังงานแห่งเสรีภาพ” คริสเตียน ลินด์เนอร์ รัฐมนตรีคลังของเยอรมนีกล่าวไว้ไม่นานหลังจากรัสเซียบุกยูเครนในเดือน ก.พ. 2565 มีคำเปรียบเปรยว่าเมื่อดวงอาทิตย์ส่องแสงค่าใช้จ่ายด้านพลังงานก็ลดลง และในขณะที่รัสเซียจำกัดการส่งออกก๊าซไปยังยุโรป พลังงานแสงอาทิตย์ก็ดูเหมือนเป็นทางเลือกที่แข็งแกร่ง อย่างไรก็ตาม ข้อกล่าวหาเรื่องแรงงานทาสในอุตสาหกรรมพลังงานแสงอาทิตย์ทำให้เกิดคำถามเกี่ยวกับต้นทุนที่แท้จริงของ “เสรีภาพ” และการห้ามนำเข้าสินค้าที่ผลิตโดยแรงงานบังคับ อาจทำให้การเปลี่ยนผ่านไปสู่พลังงานสะอาดช้าลง ในปี 2564 ประมาณการกันว่า ‘โพลีซิลิคอน’ (Polysilicon) วัตถุดิบที่ใช้ในการผลิต … Continue reading
