The Oswego Village Board heard a presentation about community solar aggregation from the Northern Illinois Municipal Electric Collaborative (NIMEC) during their Committee of the Whole meeting last week.
Adam Hoover of NIMEC says this community solar agreement would be for the utility accounts used by the village and would offer a guaranteed savings of 10 percent, which he currently estimates would be around $40,000 per year.
“I’m not asking to install solar panels anywhere. It is a state of Illinois credit. You would be, the best word I use is you would be renting solar panels from rural Illinois. I was out actually driving in Dixon today to see a couple of our other towns we work with, and I saw about three or four of these huge solar farms that, you know, you guys could be renting power from. In turn, you guys would receive ten percent off, which I said is about $40,000.”
Hoover says the contract would be a 20 year agreement to coincide with the lifespan of the solar panels that the electricity would come from and also includes an early termination fee. He says if the village signs a contract in early 2026, they could start receiving credits in 2027 or 2028. Trustees asked Hoover about the 10 percent rate, which he says has dropped in recent years due to the increase in electric use and is estimated to continue dropping to around 5 percent in the next few years.
Ultimately, the board agreed to let Hoover find the best rate and bring a contract back in early 2026 for additional discussion and a potential vote.
