The Odisha Cabinet has approved a proposal for setting up an integrated ingot, wafer and solar cell manufacturing facility by Tata Power Renewable Energy Ltd. (TPREL) with an investment of INR 10,000 crore.
The project will be established in the Tata Special Economic Zone (SEZ) in Ganjam district, Chief Secretary Anu Garg said while briefing reporters after the Cabinet meeting chaired by Chief Minister Mohan Charan Majhi.
According to the state government, this will be the first upstream solar manufacturing facility of its kind in Odisha, covering the complete value chain from ingot and wafer production to solar cell manufacturing.
The project will be implemented in two phases, with a planned capacity of 10 GW for ingot-wafer manufacturing and 5 GW for solar cell production. It is expected to generate over 5,000 direct and indirect employment opportunities, including high-skilled technical roles.
Officials said the facility will significantly strengthen Odisha’s upstream solar value chain, reduce India’s dependence on imported solar components, and support the country’s target of achieving 100 GW of domestic solar module manufacturing capacity by 2030.
The project is also expected to boost ancillary MSME ecosystems in sectors such as solar glass, chemicals, packaging, logistics, and precision engineering, while contributing to higher state tax revenues.
