Installation of a solar array on top of the Victor C. Leap Commonwealth Office Building, 230 Chestnut St., is substantially completed, according to city of Meadville officials, and will likely go into operation by mid- to late-February.
All work on the project is expected to be completed this month with an inspection to follow, City Manager Maryann Menanno said Monday.
