CHARLESTON — The West Virginia Public Service Commission has approved a siting certificate for a 140-megawatt solar generating facility in Mingo and Logan counties.
On Jan. 28, the commission granted the certificate to Twisted Gun Solar LLC and Twisted Gun BESS LLC without a formal hearing. According to the PSC, the project will have no rate impact on West Virginia residents.
The New York-based companies filed their application in October 2025 for the solar plant, which will be located in Mingo County, approximately eight miles south of Chauncey in Logan County, on a partially reclaimed surface mine. The project will include approximately 310,000 individual solar photovoltaic modules and a battery energy storage system with up to 70 megawatts of storage capacity.
According to the PSC order, a short segment of the project’s transmission line will extend into Logan County. The facility will connect to Appalachian Power’s Pigeon Creek substation via a nine-mile, 138-kilovolt transmission line.
The PSC stated the project could power approximately 84,000 homes daily.
Testimony submitted with the application projects the facility will create 1,099 jobs statewide and 644 jobs in Mingo County. The project is expected to provide more than $2.4 million in annual earnings for West Virginia during operations, with $1.4 million of that going to Mingo County.
According to the order, the project site was adjusted to avoid Pigeon Creek and the Big South Wildlife Management Area to protect species including the Big Sandy Crayfish and Indiana Bat. The West Virginia Division of Natural Resources responded in June 2025 that there were no concerns regarding bald eagles.
The parent company of the applicants, MN8 Energy Operating Co. LLC, describes itself as one of the largest independent solar energy and energy storage power producers in the United States.
No protests were filed against the project.
The commission’s order requires the companies to begin construction within five years and complete the project within 10 years, though those deadlines may be extended.
