PACE withdraws Brooks Solar Farm application – Brooks Bulletin

PACE Canada’s Salt Flats Brooks solar project has been scrapped.
Last week the Alberta Utilities Commission (AUC) published a letter from PACE Canada confirming that it requests to withdraw the application.
“Our decision to put the application on hold was not easy and we look forward to the updates from the AESO on the revised Restructured Energy Market (REM) which will enable us to move our development forward,” stated Jon Poulin, the director of development and engineering for PACE, in a letter to city councillors.
A final decision is expected in Q2 or Q3.
The AUC is expected to accept the withdrawal letter this week.
PACE had proposed to construct and operate a 25.9 megawatt photovoltaic solar farm with a walking path and agrivoltaics (farming under panels) on 175 acres of grazed land near the Uplands area of the city.
In November 2023 PACE filed notice of the project but it was placed into abeyance a month later and with no activity on the file it was withdrawn by the AUC in May 2024.
A new application was filed by PACE in the fall of 2024. In March 2025 the company was granted a three month abeyance, which was followed by another three-month abeyance in June and finally another one in September 2025 until March 30, 2026.
The project was supported by the previous city council. It has not been presented to the current council.
The project remains active with the Alberta Electrical System Operator (AESO) and plans to resubmit an application for the project will be decided over the next few months.
REM is the province’s new electricity market design to add structure and location-based pricing so the grid can handle more renewables without concerns for reliability or affordability.
The REM plan has been finalized but is not fully implemented. Stakeholder sessions are taking place.
