Dominican Republic solar plant pivots to isolated system – BNamericas

The Dominican Republic’s power regulator SIE authorized the disconnection and withdrawal of the 48MW Cotoperí III solar park from the national grid.
Acciona-controlled special purpose company Cotoperí Solar FV operates the plant in La Romana province, which came online last year.
Information from the watchdog reveals that Cotoperí Solar FV filed the disconnection request in November for the following reasons submitted by the operator:
• “It is strictly operational and temporary in nature, and is adopted in consideration of the current conditions of dispatch coordination and the systemic management of renewable generation, without affecting the continuity or integrity of the concessionary rights”
• “This is a strategic decision resulting from an internal analysis of the commercial conditions initially assumed for the project’s financial viability. This analysis compels the company to opt for the interconnection of its power plant to sell energy to a system other than the national interconnected system (SENI). Specifically, it involves the interconnection of the Cotoperí III solar park to the isolated system, which is under concession granted by the Dominican State to the Punta Cana-Macao Energy Consortium (CEPM)”
The regulator’s approval followed a review by power grid coordinator OC, which concluded the disconnection will not impact supply or the grid and would even moderate curtailment, reducing the need for forced cuts in renewable generation.

Fitch Ratings, which formerly tracked CEPM, previously highlighted that CEPM’s exclusivity allows it to operate an isolated system that is not exposed to the collection risk faced by the rest of the country’s generators that inject energy into the SENI.
Massive blackouts also impact the national grid, the latest of which occurred on Monday.
CEPM serves the tourist zone of Punta Cana, Bávaro, Verón, Macao, Uvero Alto, Miches, Bayahíbe and La Romana. Its CEPM Zero initiative aims to achieve carbon neutrality by 2030.
Acciona did not immediately respond to a request for further comment on the decision for Cotoperí III to supply CEPM.
