The Government of the Republic of Srpska granted the concession for the construction of the Trebinje 3 photovoltaic plant to Elektroprivreda Republike Srpske (ERS) in April 2025.
The Republic of Srpska is one of the two entities making up Bosnia and Herzegovina (BiH). The other one is the Federation of BiH.
Now, ERS has issued a public call for the installation of Trebinje 3 based on the EPC+F model (engineering, procurement, construction and financing), Biznisinfo.ba reported.
The inclusion of financing is uncommon for tenders in the energy sector in the Western Balkans. Companies usually secure funds separately.

The investment is estimated at BAM 74 million (EUR 37.8 million). ERS would repay the funds under a schedule that it sets up with the contractor. The company earlier said that the planned capacity is 53.63 MW.
The public procurement includes the installation of a substation and power lines necessary for grid connection. The deadline for bids is April 14, and the timeframe for the installation is two years from the signing of the contract.
Of note, in January, ERS CEO Luka Petrović said the company planned to start the installation of the Trebinje 3 solar power plant and the Hrgud wind farm this year.
The Minister of Energy and Mining of the Republic of Srpska Petar Đokić recently said the entity’s government would provide ERS with loan guarantees in the value of BAM 400 million (EUR 204.5 million).
Trebinje 3 is the third concession for ERS for solar power plants near the city of Trebinje.
The one for Trebinje 1, for 73 MW in capacity, was awarded in 2020. It was followed in 2022 by Trebinje 2, for 53 MW. Neither of the two PV plants has been constructed yet.
