NTPC Green Energy Limited (NGEL) has issued a solar-plus-storage tender on behalf of NTPC UP Green Energy Limited (NUGEL). The EPC tender package, followed by a reverse auction, is for the development of a 100 MW solar project with a 50 MW/200 MWh BESS at Jhansi, Uttar Pradesh. It has sought bids till May 4, 2026. 
The scope of work for the BESS portion covers all activities and services related to the equipment and works specified under the technical specifications. This Scope of Work (SOW) outlines the broad requirements for the Battery Energy Storage System (BESS) as part of the overall Solar + BESS EPC package.
The scope includes the design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading, storage, installation, testing, and commissioning of a 100 MW ground-mounted solar PV plant (including supply of modules), along with a 50 MW/200 MWh BESS at Jhansi, Uttar Pradesh. The scope also includes site development activities such as levelling/grading, clearing of vegetation, topographical survey, and geotechnical investigation.
The developer will also be responsible for the design and construction of foundations and the erection of the Module Mounting Structure (MMS) for SPV panels, including fixing and interconnection of PV modules. Bidders are required to provide a fixed-tilt tracker system only, and the bidding is MU-based. The scope further includes arranging power and water supply for construction purposes. It also covers the construction of a pre-engineered inverter room with power conditioning units and associated LT and HT switchgear. In the case of string inverters, the construction of a pre-engineered HT switchgear room is required.
All project deliverables at the Point of Interconnection (POI) to the Uttar Pradesh Power Transmission Corporation Limited (UPPTCL) grid must be fully met. The contractor will be responsible for detailed design, sizing, supply, installation, integration, testing, and commissioning of the BESS to achieve guaranteed project parameters. The defined scope is indicative and includes all necessary systems and services required to meet performance guarantees.
The design life of the BESS, including batteries, would be 25 years from the date of commissioning, considering daily single-cycle operation. Batteries must be rated for a minimum of 10,000 cycles. The BESS supplier would consider loss parameters beyond the termination point up to the POI while sizing the system capacity.
The bidder is required to guarantee a minimum of 92% dispatchable capacity at the POI across 15 years, starting with 100% at the Commercial Operation Date (CoD) and 95% in the first year. Dispatchable capacity at handover would be at least 92%.
It would also include a comprehensive Operation and Management (O&M), with a warranty, annual maintenance contract (service level agreement), and insurance of the BESS for a period of 15 years, in the scope. The tender also offers a minimum monthly round-trip efficiency (RTE) would be 80%, including auxiliary consumption, measured at the BESS termination point at 33 kV, with a monthly availability maintained at 98%.
