*A solar movement that started on European balconies is now making its way into American homes, and a growing number of U.S. states are taking notice.
Balcony solar systems are portable panels that plug into a standard outlet, giving residents a low-hassle way to bring down their energy costs without requiring a contractor or utility sign-off, Clean Technica reports. The concept first gained traction in Ukraine about four years ago, when residents adopted plug-in panels as a practical response to widespread damage to the country’s energy grid caused by Russian military strikes.
Germany picked up the idea soon after, with government incentives fueling rapid growth. Registrations climbed from 276,000 units in 2023 to 435,000 in 2024, eventually surpassing one million. California-based Enphase responded to the surge by introducing its plug-and-play “Enphase IQ Balcony Solar System” to the German market, designed for those without conventional rooftop access.
Stateside, the technology has run into resistance on two fronts — state laws requiring utility pre-approval and restrictions handed down by landlords and homeowner associations. Illinois is taking aim at both through Senate Bill 3104, which would replace the current approval process with a simple notification to the utility company, eliminate installation-related fees, and prevent property owners and HOAs from creating unnecessary roadblocks.
“Plug-in solar is exactly what it sounds like: small, low-cost solar panels that plug directly into a standard outlet and help offset the energy use,” said lead sponsor Sen. Rachel Ventura. “No expensive installation, no major construction, no waiting months for approval,” she added.
The bill addresses smaller systems in the 300 to 400 watt range, along with a separate framework governing units reaching up to 1,200 watts. Certification through a nationally recognized laboratory would be mandatory. Illinois-based UL Solutions rolled out a new balcony solar certification program in January anchored by its UL 3700 standards.
Utah stands alone as the only state to have enacted a full balcony solar law, while Maryland, Minnesota, New Hampshire, New York, Pennsylvania, Vermont, and Virginia are weighing comparable proposals.
