India and the Netherlands have entered into a “Strategic Partnership”, with renewable energy, green hydrogen, semiconductors, and critical technologies emerging as major pillars of the expanded cooperation framework. The announcement came during Prime Minister Narendra Modi’s official visit to the Netherlands on May 16-17, where he held delegation-level talks with Dutch Prime Minister Rob Jetten.
The two countries adopted a Strategic Partnership Roadmap covering collaboration across sectors including semiconductors, renewable energy, green hydrogen, critical minerals, artificial intelligence, quantum technologies, sustainable mobility, maritime development, and climate transition.
A major outcome of the visit was the strengthening of semiconductor cooperation between the two countries. The leaders welcomed the signing of a Memorandum of Understanding on semiconductors and related emerging technologies aimed at intensifying collaboration in investment, research, talent exchange, and innovation.
The two sides also agreed to connect the Dutch Semicon Competence Centre with India’s Semiconductor Mission (ISM), with the objective of supporting startups, SMEs, suppliers, and scale-ups through technology development and talent creation.
In a further push to semiconductor ecosystem development, the leaders welcomed a new academic and industrial collaboration involving Eindhoven University of Technology, University of Twente, and six Indian Institutes of Technology — IIT Bombay, IIT Delhi, IIT Gandhinagar, IIT Guwahati, IIT Madras, and IISc Bangalore. Industry participation will include companies such as ASML, NXP, Tata, and CG Semi.
The partnership is expected to support joint R&D, talent mobility, and semiconductor workforce development across both countries. The two sides also acknowledged the continuation of the Indo-Dutch Semicon Online School initiative.
The two leaders welcomed the establishment of a Joint Working Group under the India-Netherlands renewable energy cooperation framework to expand collaboration in innovative solar energy, green hydrogen, energy storage, and renewable energy investments.
India and the Netherlands also launched an India-Netherlands Roadmap on the Development of Green Hydrogen. The roadmap is aimed at supporting India’s ambitions in green hydrogen production, utilisation, and exports while accelerating adoption of hydrogen as a sustainable energy source in both countries.
The leaders also reaffirmed cooperation under the Mission Innovation Programme on Biorefineries and welcomed the Netherlands joining the Global Biofuel Alliance, which was launched during India’s G20 Presidency.
Beyond renewable power generation, the two countries agreed to deepen cooperation in battery technologies, smart charging infrastructure, sustainable mobility systems, and circular economy initiatives. The joint statement highlighted collaboration opportunities in waste-to-value systems, industrial circularity, battery integration, and heavy-duty zero-emission mobility solutions.
The Netherlands also invited Dutch companies to participate in India’s Resource Efficiency and Circular Economy Industry Coalition (RECEIC), aimed at promoting industrial sustainability and climate-resilient urban systems.
For resilient supply chains for clean energy and advanced manufacturing, both countries also signed an MoU on critical minerals cooperation. The agreement will cover exploration, innovation, ESG standards, recycling, and supply chain integration across the critical minerals value chain.
The discussions also included plans for developing a “Green and Digital Sea Corridor” between India and the Netherlands. The initiative is expected to support sustainable shipping, green ports, supply-chain optimisation, and digitally integrated maritime infrastructure.
Both countries additionally agreed to collaborate on resilient maritime supply chains, cyber resilience in ports, and protection of critical infrastructure.
