Renewables developer rPlus Energies has declared the Green River Energy Centre in Emery County, Utah, fully operational. The facility, which began commercial service as announced on June 23, comprises a 400MW/1,600MWh battery energy storage system (BESS) alongside 400MW of solar photovoltaic capacity. As noted by PV Tech, the company raised more than US$500 million for this project in 2025.
During 2024, rPlus Energies obtained over US$1 billion in financing for Green River. Company president and CEO Luigi Resta remarked at that time that this venture represented its first undertaking as an independent power producer (IPP). Later in 2024, construction commenced on the site. Elite Solar supplied the solar PV modules, Tesla provided the BESS solution, and Sundt Construction handled engineering, procurement, and construction (EPC) services.
RPlus entered into a power purchase agreement (PPA) with utility PacifiCorp for the project in 2022. That agreement was revised in 2024 to increase the site’s energy storage capacity fourfold from 400MWh. The companies assert that Green River stands as the largest solar-plus-storage installation within PacifiCorp’s six-state service area.
For comparison, power company AES Corporation finished building the 1,000MW Bellefield 1 project in Kern County, California, last year. That facility includes 500MW of solar and 500MW/2,000MWh of battery storage, though Kern County lies outside PacifiCorp’s California service territory.
The announcement of commercial operations also underscores Utah’s Operation Gigawatt, a program launched in October 2024 by Governor Spencer Cox. This initiative seeks to boost the state’s power generation over the coming decade through nuclear and geothermal development, enhanced transmission capacity, and energy research investments.
According to rPlus, Green River is expected to contribute over US$55 million in property taxes for schools and public services. The construction phase employed hundreds of workers, including multiple local contractors for essential tasks. Project partners additionally pledged US$375,000 in scholarships for local students aiming to build careers at home while reinforcing the region’s long-term workforce in local and energy-related fields.
At the June 22 commissioning event, other project partners disclosed a US$45,000 donation to the Ferron Fire Department, situated near the project, to aid local emergency response services and community infrastructure.
In a 2024 conversation, rPlus CEO Luigi Resta indicated that the company had consistently prioritized delivering clean energy resources—such as solar, batteries, and pumped hydro—to rural communities, a background he personally shares. Resta expressed that while the developer held great respect for the coal and gas industries that historically fueled Emery County’s economy, renewables could assist in diversifying the economic base and offer a continuation of the area’s legacy in energy generation and development.
