OMV Petrom and CE Oltenia to Start Installing Panels at 4 Solar Parks – Energy Industry Review

OMV Petrom, the largest integrated energy producer in South-Eastern Europe, together with Complexul Energetic Oltenia (CE Oltenia), announce the arrival in Romania of the first batch of photovoltaic panels – part of a total of approximately 800,000 panels – for the four solar parks with a total capacity of approximately 550 MW, currently under construction in the localities of Isalnita, Tismana and Rovinari. This marks another major step in implementing one of the most extensive renewable energy programs in Romania.
“The arrival of the panels in Romania shows real progress on site and confirms the strong pace of the project. It is an important step forward and an example of a public–private partnership that works,” said Franck Neel, OMV Petrom Executive Board Member responsible for Gas and Power.
“The arrival of the first lot of photovoltaic panels confirms the progress of the renewable energy projects developed in partnership with OMV Petrom and represents an important stage in the implementation of the investments provided for in the company’s restructuring and decarbonization plan. These projects contribute to diversifying the production mix and strengthening the long-term development perspective of the Oltenia Energy Complex,” mentioned Constantin-Cosmin Trufelea, President of the Oltenia Energy Complex Directorate.
 
First 100 MW of panels arrived in the Port of Constanta
The first batches of panels recently arrived in Romania being unloaded in the Port of Constanta. From there, the equipment will be loaded onto specialized trucks and transported in stages to photovoltaic park locations.
In total, ~1,500 truck deliveries will be needed in this large-scale logistics operation, coordinated so that installation works can begin immediately as panels reach the construction sites.
 
Technical details about the panels
The photovoltaic panels are manufactured by a renowned global manufacturer and are part of the N-type Half-cell Bifacial Module generation.

The panels are designed to operate optimally under varying temperature and solar radiation conditions, ensuring stable and efficient long‑term production.
 
Installation works to begin upon the arrival of the panels on site
With the arrival of the first shipments, construction teams will start installing the panels on the mounted structures. Activities will be carried out in parallel across the three sites, in line with the execution schedule.
The photovoltaic parks are expected to become operational in 2027, and the energy produced will cover the equivalent annual consumption of approximately 500,000* households.
 
Strategic investment for the energy transition
The total investment value exceeds 400 million euros, of which approximately 70% is financed through the Modernisation Fund. The first tranche, worth around 70 million euros, was received in December 2025.
OMV Petrom and CE Oltenia are equal partners in the project, each holding 50%.
 
Reskilling for the future: from mining to renewable energy
OMV Petrom supports the RenewAcad program, carried out in partnership with the CE Oltenia, through which the company’s employees benefit from professional retraining for activities specific to the production of energy from renewable sources. As part of this initiative, which is ongoing at the company level, employees have the opportunity to get involved in the construction and operation of photovoltaic parks. To date, approximately 255 employees of the Oltenia Energy Complex have graduated from the specialization course ‘Installer for solar photovoltaic systems’, acquiring skills in the assembly, commissioning and maintenance of photovoltaic systems. The initiative is part of a larger effort through which over 10,000 professionals have been trained to support Romania’s energy transition.
