Greece opens consultation on balcony solar panel framework for self-consumption – The Greek Herald

The Ministry of Environment and Energy has launched a public consultation, running until July 20, on a new ministerial decision aimed at simplifying the framework for self-consumption renewable energy systems and expanding household access to solar power, according to ekathimerini.com and tovima.com.
A key feature of the proposal is the introduction of small balcony-mounted photovoltaic systems for the first time. The systems will have a maximum grid injection capacity of 800 watts and an installed capacity of up to 900 watts. They will be used exclusively to cover a household’s own electricity needs and will not be permitted to feed electricity back into the grid under the “zero feed-in” model. The systems may also be paired with battery storage.
The draft decision also allows standalone electricity storage systems without the requirement for a renewable energy production unit. Batteries will be used solely for self-consumption, allowing users to store electricity for later use without supplying power to the grid.
The proposal introduces measures to facilitate collective self-consumption, enabling at least two consumers in the same apartment building or residential complex to share electricity produced by a common renewable energy system. Shared installations may also cover common building needs, including lighting, elevators and other facilities, through virtual simultaneous netting.
Additional provisions include greater flexibility for participants, transitional arrangements allowing existing self-consumption systems to move to the new framework without additional costs, and measures to modernize the sector through the rollout of smart electricity meters and the creation of an Electronic Self-Consumption Registry.
According to the ministry, Greece has installed 37,407 self-consumption renewable energy systems with a combined capacity of 1,070 megawatts since 2020.
