The US Department of Commerce which oversees international trade enforcement, has initiated a country-wide circumvention inquiry into crystalline silicon photovoltaic cells and modules assembled in Ethiopia using Chinese parts. The inquiry follows a petition from First Solar, Hanwha Q CELLS USA, Talon PV, Swift Solar, Great Lakes Solex PR, DYCM Power, Suniva and Silfab Solar. It will examine products exported directly from Ethiopia to the United States. It will also review modules assembled in Vietnam using Ethiopian-made cells with additional Chinese inputs. Commerce will select respondents using US Customs data. It may issue a preliminary determination within 150 days and a final determination within 300 days if the inquiry continues.
