Houston Attracts New Solar Manufacturing Investment

Houston is attracting new investment across the solar manufacturing supply chain, with companies developing facilities that produce solar cells, modules and utility-scale inverters. Together, the projects represent over $800 million in capital investment and more than 1,000 potential manufacturing jobs across the region.
The activity reflects Houston’s broader strengths as a manufacturing and energy center, including its workforce, speed to market, available sites, transportation and logistics infrastructure, and its access to global markets. Manufacturing accounted for approximately 30 percent of the region’s 683 project announcements in 2025, according to the Greater Houston Partnership’s New Business Announcements.

Houston-based SEG Solar is expanding its regional footprint with two new manufacturing facilities, building on its existing 2-gigawatts (GW) facility that opened in 2024.
The company’s second facility will add 4 GW of annual production capacity with a grand opening set for August 2026. The nearly 500,000-square-foot plant represents more than $200 million in investment and could create up to 800 new jobs.
The third facility will add 4.6 GW of capacity and span 1.15 million square feet of factory and warehouse space, with commercial production expected to begin in 2027.
Japan-based TOYO is also growing its Houston-area presence. The company recently announced a new 1.5-GW solar cell facility that will be co-located with its existing module site in Humble.
The $357 million project is expected to create 400 direct manufacturing jobs with completion and initial pilot production targeted within 20 months. By pairing cell production with its module operations, TOYO says the co-located sites will create a more integrated domestic supply chain.

Waaree Solar Americas announced a $200 million expansion of its Brookshire solar module factory in 2025, increasing the facility’s production capacity to 3.2 GW.
TMEIC Corporation Americas relocated its North American headquarters to Houston’s Energy Corridor in 2025. The Japan-based company also broke ground on a 267,000-square-foot facility in Brookshire last year, a $50 million investment that will produce uninterruptible power supplies for data centers. The project follows TMEIC’s 2024 opening of its 144,000-square-foot facility, also in Brookshire, that manufactures utility-scale solar inverters.
