A controversial solar energy generation facility proposed for construction on Badger Mountain will not move forward.
The Washington State Energy Facility Site Evaluation Council issued a notice of application withdrawal for the Badger Mountain Solar Energy Project on Monday.
The notice said staff at the Energy Facility Site Evaluation Council, or EFSEC, received a letter from Aurora Solar LLC on July 20 requesting the withdrawal.
Aurora Solar LLC is a wholly owned subsidiary of Avangrid Power LLC and was formerly known as Avangrid Renewables LLC, according to the notice. The EFSEC is an independent state agency for permitting large energy facilities.
According to application documents from September 2021, the project was a proposed 200-megawatt facility with “an optimal battery energy storage system (BESS) capable of storing up to 200 MW of energy in unincorporated Douglas County.”
“The Project will generate clean, renewable energy for local and regional energy markets and further Washington’s transition to a clean energy future,” the documents say.
The Confederated Tribes of the Colville Reservation have opposed the project since November 2021, according to a press release. The Colville Tribes said the proposed area on Badger Mountain is a sacred site and situated on traditional territories of the Moses Columbia and Wenatchi tribes.
In the following years, the project was the subject of a collaborative investigation between High Country News and ProPublica published in January 2024. The investigation found that an archaeologist working with the Washington State Department of Natural Resources “identified significant shortcomings in the report that was submitted to get the project approved and the investigation documented bullying behavior by the companies involved,” High Country News wrote.
The following March, Wenatchi tribal members held a demonstration on Badger Mountain against the development.
On Tuesday, Chairwoman Cindy Marchand said in the release the Colville Tribes are “very happy to hear” the project was withdrawn.
“While the Colville Tribes certainly appreciates the value of renewable energy such as solar power, sacred sites must remain pristine to pass down to future generations,” Marchand said. “We appreciate Avangrid Power LLC’s decision to withdraw this project and we trust that they can find a more appropriate site.”
