This proposal includes vital relief mechanisms for renewable energy projects that face commissioning delays due to the non-availability of transmission infrastructure, a long-standing demand from the developer community. Simultaneously, the Rajasthan Electricity Regulatory Commission (RERC) has reinforced compliance mandates, dismissing petitions from textile companies seeking exemption from Renewable Purchase Obligations (RPO) for behind-the-meter captive solar projects.
The industry is also bracing for supply-side shifts. Experts, including Nimish Jain of Vikram Solar, have highlighted a potential shortage of TOPCon solar cells over the next six to nine months as domestic manufacturing capacity scales up to meet the surging demand for high-efficiency modules.
For EPC contractors and project developers, these developments signal a move toward greater regulatory clarity. Standardized nomenclature under ALMM will simplify the vetting of components, ensuring that project specifications align precisely with government-approved lists. Furthermore, the proposed CERC relief for transmission delays offers a critical safety net for large-scale projects, potentially reducing the financial risk associated with grid connectivity bottlenecks. Developers should closely monitor these policy updates as they directly impact project timelines and procurement strategies.
