Rezolv Energy, an Actis-backed developer, has obtained the last regulatory clearance required to launch construction on its 1.2GW Dama Solar venture located in Arad County, western Romania. The Romanian Energy Regulatory Authority (ANRE) granted the installation permit for the photovoltaic facility after the project’s capacity was expanded from initial blueprints, driven by improvements in technology and design refinements.
Spread over more than 1,064 hectares across the Graniceri and Pilu administrative areas, Dama Solar is slated to start commercial operations in 2028. The company states that once operational, it will rank as the largest solar PV installation in the European Union (EU). Building work is set to commence following the achievement of financial close. The initiative is underpinned by two contracts for difference (CfDs) granted by Romania’s Ministry of Energy during the nation’s second CfD auction held in 2025. Additionally, Rezolv intends to deploy a substantial battery energy storage system (BESS) in conjunction with the solar array.
The development incorporates an 82-hectare nature reserve, which Rezolv claims will be among the most significant privately led habitat restoration efforts tied to a solar project in south-east Europe. The firm is currently advancing financing and procurement activities and anticipates reaching financial close in the near term.
Rezolv acquired the project from the Monsson Group in 2022, at which time the company projected the facility would include 1.6 million solar panels and produce an average of 1,500GWh of electricity each year. Rezolv Energy was established by Actis in July 2022, with co-investment from Mubadala, to pursue renewable energy opportunities in central and south-east Europe. Based in Prague, the company’s portfolio encompasses both solar and wind assets, such as the 225MW St. George Solar Park in Bulgaria and two wind projects in Romania.
Separately, Econergy Renewable Energy, an independent power producer (IPP) headquartered in Israel, has linked its 59MW Iancu Jianu solar PV facility to Romania’s power network. This marks Econergy’s fifth connected project in the country, lifting its connected and ready-to-connect capacity there to 743MW, with an additional 861MW currently under construction. The company intends to progressively increase electricity supply.
Econergy is also working on a 35MW/70MWh BESS at Iancu Jianu, with grid connection anticipated in the second quarter of 2027. This storage unit forms part of Econergy’s wider approach to pair batteries with solar installations, aiming to capture extra revenue from grid balancing, price arbitrage, and peak-demand management.
Econergy has operations in Romania, Italy, Poland, the UK, Germany, Spain, and Greece, and maintains a development pipeline exceeding 12.5GW. Beyond Romania, its assets include a 52MW operational solar project in Poland and roughly 20MW of running solar capacity in Italy, along with more substantial development pipelines in those markets. In the previous year, Econergy reached an agreement to purchase full ownership of the 155MW Ratesti solar project in Romania from Nofar Energy via its subsidiary Econergy International, in a deal valued at EUR45.6 million (US$52.5 million).
