Renewables covered 33.2% of France’s electricity consumption in 2025 – review-energy.com

Renewable energy sources covered 33.2% of electricity consumption in metropolitan France in 2025, while accounting for 27% of total electricity generation, according to the Renewable Electricity Overview as of December 31, 2025.
Renewable electricity generation reached 148 TWh in 2025, down slightly from 150 TWh the previous year. According to the report, the decrease was mainly due to lower hydropower output, which had benefited from particularly favourable conditions in 2024.
The combined installed capacity of hydropower, onshore and offshore wind, solar PV and bioenergy reached approximately 84.3 GW at the end of 2025. This represented an increase of more than 7.2 GW compared with the previous year, including 5.9 GW of new solar PV, 0.9 GW of onshore wind and 0.4 GW of offshore wind capacity.
The figures come from the Renewable Electricity Overview as of December 31, 2025, prepared by the French Renewable Energy Association (SER), RTE, Enedis and Agence ORE. The publication is accompanied by a technical supplement covering renewable electricity generation technologies.

Solar PV recorded the largest capacity increase among the renewable technologies covered by the report. 5,941 MW were connected during 2025, bringing France’s total installed solar capacity to 30,438 MW at the end of the year.
Solar generation reached 32.9 TWh, an increase of 32.7% compared with 2024. PV therefore covered 7.4% of metropolitan France’s annual electricity consumption in 2025, although its contribution varied throughout the year and was higher during the summer months.
France’s installed onshore wind capacity reached 23,870 MW at the end of 2025, an increase of 883 MW over the year.
Onshore wind farms generated 43.9 TWh of electricity, up 2.5% from 2024. The technology covered 9.8% of metropolitan France’s annual electricity consumption.
Offshore wind also expanded during the year. Total installed offshore capacity reached 1,919 MW, up 415 MW from 2024.
Offshore wind generation amounted to 5.7 TWh over the 12-month period, an increase of 43.3% compared with 2024, driven by the commissioning of offshore wind farms. The sector covered 1.3% of French electricity consumption during the year.
Hydropower remained the largest renewable generation source in the figures, with installed capacity stable at 25,747 MW.
Renewable hydropower generation fell to 56.7 TWh in 2025, down 19.2% from 2024. The report attributes the overall decline in renewable generation largely to this reduction, following particularly favourable hydrological conditions in 2024.
Despite the decrease, hydropower covered 12.7% of metropolitan France’s electricity consumption in 2025.
The electricity bioenergy sector, including generation from waste, reached 2,295 MW of installed capacity, with 14 MW of new capacity added during the year.
Renewable bioenergy generation increased 2.5% to 8.9 TWh, covering 2% of electricity consumed in metropolitan France in 2025.
Battery electricity storage also continued to grow, reaching 1,617 MW of connected capacity at the end of 2025. This included 410 MW connected during the year.
The report expects installations to accelerate further in 2026, pointing to the momentum recorded during the final quarters of 2025. 195 MW were connected in the third quarter and a further 154 MW in the fourth quarter.
Overall, the 2025 figures show continued expansion across France’s solar, wind and battery storage sectors, while the decline in hydropower generation weighed on total renewable electricity output. The combined renewable fleet nevertheless reached approximately 84.3 GW by the end of the year.
