Why India’s DISCOM reforms need data driven decisions, not just infrastructure – pv magazine India

India is in the middle of the largest, fastest economic ascent any nation of its size has achieved. It’s already a $4-trillion-plus economy, and under NITI Aayog’s Viksit Bharat roadmap, it’s aiming for $30 trillion and developed-nation status by 2047. That ambition rests on one quiet foundation: reliable, affordable, intelligently managed electricity. It’s what a manufacturing base of 60 million-plus MSMEs runs on, and what a power system already crossed 530 GW of installed capacity exists to deliver. Power is no longer just another infrastructure sector; it is the backbone of other sectors competing for a place in Viksit Bharat’s story.
Within power, the most under-told chapter is this: India has already won the infrastructure race in distribution. What it hasn’t yet won is the intelligence race – the one that decides whether Vision 2047 is powered by a grid that merely delivers electricity, or one that understands and helps to use it efficiently and economically. Energy analytics – converting the flood of data pouring out of India’s smart meters into real, actionable decisions – is quietly becoming as important to India’s growth story as generation capacity itself. Building networks, substations, transformers, and metering is the visible investment. However, building intelligence to operate them effectively is the real challenge, and the decisive one.
The Fastest Infrastructure Build the World Has Seen
By scale alone, what India has built in five years is remarkable. Backed by an outlay of ₹3 lakh crore under the Revamped Distribution Sector Scheme, the country is targeting 25 crore smart meters – larger than the installed base of the US/EU. Over 5 crores are already installed and accelerating toward a lakh a day.
That investment is addressing a challenge that remains substantial despite progress. National AT&C losses fell from 21.91% in FY21 to 15.04% by FY25, per the Ministry of Power’s review – real progress, though the national average masks wide variation; Jharkhand, Madhya Pradesh, and several other states still reporting losses above 20%. Theft, meter tampering, unmetered consumption and billing gaps continue to represent a substantial revenue leakage for DISCOMs – enough to fund a meaningful share of the smart infrastructure meant to stop it.        
More Data Than Any Nation on Earth
The real value of smart metering goes far beyond billing – it lies in the intelligence generated from the data. At 15 minutes interval, a smart meter can generate up to 96 interval readingsa day or 35,040 readings a year in addition to voltage, current, outage, tamper and other event data that no manual meter reading could capture. Multiply this by the potential base of 25 crore smart meters, and India is about to create the largest source of electricity consumptions and distribution network data.
But the data itself has little value; its real value lies in how fast it is analysed, converted into actionable intelligence and used to improve the outcomes. Every act of theft – a shorted CT, a bypassed meter or tampering – leaves an event or patterns in meter or consumption data. The symptoms are there; the challenge is linking these symptoms with the probable causes. This is where rule-based anomaly detection, combined with an AI based scoring, ranks consumers based on probability and severity. It means sending a field team not to a random address, but to one address, out of millions, where the data points to a probable case.
From Digital Devices to a Digital Ecosystem
This is the deeper shift DISCOMs now need to make: moving beyond installing smart devices toward an integrated digital ecosystem – where smart meters working seamlessly with Head-End Systems, Meter Data Management, GIS, SCADA, Outage and Workforce Management, billing and ERP. Together, these systems give utilities near real-time visibility across the network, enabling faster decisions and sustainable outcomes.
The opportunity extends well beyond automated billing: Advanced analytics can identify theft, detect revenue leakage, forecast demand, optimise power procurement, predict the risk of equipment failures, and speed up outage restoration – shifting utilities from reacting to conditions toward intervening before service or revenue is affected. As renewables, battery storage, and EVs are increasingly integrated into distribution networks, AI won’t be optional – it will be essential for balancing supply and demand.
The challenge ahead is no longer the availability of data. It is how transforming the data into actionable intelligence – the process that improves operational efficiency, customer service, and financial sustainability all at once.
India’s Chance to Write the Rulebook
Many developed economies the world looks today built their grid intelligence over decades, layering digital systems onto infrastructure that was already old. India doesn’t have that luxury, and doesn’t need it: it is building generation, transmission, storage, and digital metering simultaneously, at a scale no large economy has attempted – which is why the emerging economies across Asia, Africa and the Middle East isn’t watching India as a follower of the energy transition, but as a working laboratory for what comes next.
The meters are already in the ground at a scale no country has matched. What will separate DISCOMs that reduce their losses from those data is not how many smart meters they install, but whether they build the systems to act on what those smart meters have been telling them and anticipate what that data can tell them next.
If India turns its unmatched scale of energy data into an equally unmatched intelligence layer, the reward won’t stop at fixing balance sheets. It will hand India prove that a billion-plus people can be served reliably, and intelligently – the foundation of Viksit Bharat 2047, and a template the world will spend the next two decades trying to follow.
Infrastructure was never the finish line; it was the starting gun. India has fired it.
The race now is to become the world’s benchmark for what an intelligent, data-driven power grid can do – and there’s no reason that role model shouldn’t be India.
