The European Union’s largest solar farm has moved closer to realisation, with the potential to supply electricity to nearly one million people. The Romanian Energy Regulatory Authority (ANRE) has issued an establishment authorisation for the project, a step that follows proof of sufficient financing for large infrastructure developments, according to local news reports.
The Dama Solar farm, led by Rezolv Energy, is planned for north-west Arad County, Romania, near the Hungarian border. It aims to begin commercial operation by 2030, which would make it the EU’s largest operational solar farm, surpassing the Witznitz Solar Park near Leipzig, Germany.
The project could aid Romania’s transition away from fossil fuels, as the country currently lags in renewable energy adoption. Data from the energy think-tank Ember shows that Romania generated only 9.78 per cent of its electricity from solar last year, compared to the EU average of 13.1 per cent. It also trailed the EU average for wind power (12 per cent versus 17 per cent), as well as for bioenergy and nuclear.
In 2025, Romania’s electricity generation was dominated by hydropower (24.3 per cent), but it also relied heavily on gas (16.9 per cent) and coal (15.2 per cent), both above EU averages (16.8 per cent and 9.18 per cent respectively).
According to Rezolv Energy, the solar farm will have an installed capacity of 1.24 GW, potentially producing up to 10.86 TWh of electricity per year—more than double Romania’s current solar output. However, solar farms do not operate at maximum capacity year-round due to weather conditions. Even with a conservative average capacity factor of 15 per cent, the farm could generate 1.63 TWh annually.
The developers estimate that the plant’s annual output could cover the consumption of over 280,000 households, or close to one million people. It is also expected to create more than 500 new jobs over the next three years.
Rezolv Energy stated that the solar farm will make a significant contribution to Romania’s 2030 renewable energy targets. The company is also evaluating the addition of substantial energy storage to minimise wasted excess solar energy during periods of low consumption. Much of the low-quality agricultural land will be returned to pasture, with sheep managing vegetation through grazing. The project will also incorporate an 82-hectare nature reserve, described as one of the largest private-led nature restoration initiatives associated with a solar project in Southeastern Europe.
