Japan’s Ministry of the Environment said conventional silicon solar panels, whose installation costs have declined significantly, will be excluded from newly implemented subsidy programs beginning in fiscal 2027.
The ministry said the shift is intended to focus support on next-generation solar technologies, including perovskite solar cells, citing industrial competitiveness alongside environmental policy goals. It noted that Japan controls roughly 30% of global iodine supply, a key perovskite raw material.
Perovskite solar cells are lightweight and flexible, making them suitable for locations where conventional panels are difficult to install.
Japan’s Ministry of Economy, Trade and Industry (METI) said in November 2024 that it plans to deploy around 20 GW of new PV systems based on perovskite technology by 2040.
In October 2025, Japan’s New Energy and Industrial Technology Development Organization (NEDO) launched a six-year R&D program to advance large-scale manufacturing and field testing of tandem perovskite solar cells. NEDO also outlined 24 research themes for a 2025-29 program covering next-generation solar cells, system integration, grid stability, and recycling, and published a solar strategy supporting Japan’s goal of carbon neutrality by 2050.
