Mongolia’s National Dispatching Centre, its state-owned electricity system operator, has signed power purchase agreements with the winning bidders from the country’s first competitive renewable energy auction.
The auction awarded 220 MW of solar PV capacity and 135 MW/440 MWh of battery energy storage systems (BESS) across five provinces. The five individual lots consisted of four 50 MW solar plus 30 MW/100 MWh BESS projects in the provinces of Bulgan, Uvurkhangai, Govisumber and Dundgovi, and a 20 MW solar plus 15 MW/40 MWh BESS in the province of Khentii.
The auction took place earlier this year, attracting interest from 115 domestic and international companies. There were a total 19 qualified bidders following technical evaluations, with five selected to carry out the projects. Winning tariffs ranged from $0.0485/kWh in Dundgovi to $0.078/kWh in Khentii.
According to a recent post published by the Mongolian government, each of the projects is expected to be operational before peak winter demand season.
Mongolia’s Prime Minister, Nyam-Osoryn Uchral, added that the auction results reflect growing investor confidence in Mongolia and demonstrates the government’s commitment to opening the energy sector to greater competition and private investment.
The country’s Ministry of Energy has announced a second renewable energy auction will take place on September 11.
An invitation to participate explains that the ministry is seeking an independent power producer to develop renewable energy projects with a stabilisation solution capable of supplying Mongolia’s Gobi region with electricity at 99.5% reliability.
The invitation states two specified connection points, a 220/110/35 kV substation and distribution facility and a 220 kV open switchgear facility, both within the province of Ömnögovi. The auction does not state a targeted procurement capacity.
The auction is open to both domestic and international developers, although foreign companies must establish a consortium with a Mongolian-registered national company that sees the Mongolian company holding the majority share.
A bid bond of $5,000 per MW of renewable capacity has been set. The ministry explicitly states no bid is required for the stabilisation solution or for the power and capacity of any BESS.
Analysis published by pv magazine earlier this year explained Mongolia’s growing renewable energy sector is driven by efforts to diversify its coal-based energy mix and tap export opportunities in neighboring China.
Mongolia’s cumulative solar capacity stood at 129 MW at the end of last year, according to figures published by the International Renewable Energy Agency (IRENA), down on the 143 MW reported at the end of the year prior.
