A prospective Jay County solar farm’s bond has been set.
Jay County Commissioners approved setting Sun Chief Solar’s decommissioning bond at $5.64 million Wednesday.
Scout Clean Energy plans to build a $100 million, 100-megawatt solar farm on 1,200 acres northeast of Redkey, with the facility located in the area of Bitter Ridge Wind Farm. The company has until Dec. 31, 2027, to finish construction.
Project manager Spencer Micali shared hopes Wednesday to begin building the facility within the next month. Scout Clean Energy received conditional approval this week on its stormwater pollution prevention plan through Indiana Department Environmental Management.
Micali noted plans to acquire a construction permit with Jay/Portland Building and Planning. Before the company can move into that phase, he addressed the county’s decommissioning agreement with Scout Clean Energy.
The agreement requires a bond for when the facility is decommissioned. Scout Clean Energy recently received estimates from engineering firms Atwell and Tetra Tech, with their estimates coming in at $3.69 million and $6.26 million, respectively.
Micali noted the agreement specifies that if the estimates are not within 10% of each other, the bond should be set at 90% of the highest estimate.
With that in mind, Micali proposed commissioners set the bond at $5.64 million.
Scout Clean Energy is one of three renewable energy companies with plans to construct a solar farm in Jay County. Companies experienced various delays over the last few years as a result of delays in regional transmission organization PJM Interconnection’s process.
Hodson Energy recently canceled plans for New Jay Solar in Richland Township, just east of Dunkirk. (See related story.)
Commissioners Duane Monroe and Doug Horn, absent Chad Aker, approved the bond amount.
In other business, commissioners approved a $9,703 claim from All Weather Heating and Air Conditioning for replacing a rooftop air conditioning unit at Purdue Extension Office of Jay County.
