Plans have been announced for what is described as the first end-to-end solar photovoltaic critical materials recovery and recycling facility in the United States, according to pv-tech.org. We Recycle Solar, a solar PV recycling specialist based in Arizona, intends to launch the plant near Dallas, Texas, in the third quarter of 2027.
The company stated that the commercial-scale facility would recover 96 percent of the silver, copper, silicon, aluminium and glass from decommissioned solar panels and process those materials for resale into new products made in the United States. We Recycle Solar said the operation would be the first to carry out the entire recovery and processing process domestically, instead of shipping materials to overseas sites for additional recovery.
According to the company, the plant will use a proprietary high-efficiency end-to-end critical mineral extraction process with a throughput of one panel per minute, while avoiding the need for downstream smelting at facilities abroad.
Adam Saghei, founder and chief executive of We Recycle Solar, said solar panels contain critical materials that the US supply chain needs, but that no American company had previously been able to recover their full resources at such scale or efficiency. He said the company’s process achieves comprehensive material recovery entirely on US soil and keeps those critical materials, along with the value currently lost to Asian processing, within the domestic supply chain.
In its announcement, the company estimated that 90 percent of decommissioned solar modules in the United States are either placed in landfill or shipped to processing sites in Asia, where it said a significant share of critical minerals are recovered and removed from US supply chains.
We Recycle Solar framed the announcement in the context of global competition for critical mineral resources, particularly between the United States and China. It said changes to China’s export licenses have added uncertainty to global silver markets and heightened concerns about the resilience and security of critical material supply chains.
The company said materials such as silver recovered from solar modules could be used across a range of critical supply chains, not only returned to solar manufacturing. It highlighted silver, which it said is entering a sixth consecutive year of structural global deficits, as a material abundant in solar panels that could serve AI infrastructure, defence systems, electronics and the power grid, as well as new solar manufacturing.
Solar module recycling operations are already underway in the United States, notably from Solarcycle and Comstock.
