EFFINGHAM — Effingham City Council will decide Tuesday whether to approve the Plan Commission’s recommendation allowing a special-use permit for a large solar energy system in the city’s south end.
The Effingham Plan Commission recommended last week that the City Council approve a special-use permit for HVR Effingham Solar 1 and 2 north of the future West Airport Road and 1,300 feet west of South Banker Street. The 5-3 vote, with commissioners Clint Spruell, Don Bushue and Cindy Vogel dissenting, recommended approval with special conditions.
