The Solar Energy Industries Association (SEIA) has announced a plan to incorporate the Coalition for Community Solar Access (CCSA). The merger, set to become final in October, will see the CCSA team and policy work integrated into SEIA’s current operations.
“By bringing CCSA into SEIA, we’re creating a stronger, more unified voice for the solar and storage industry,” said SEIA CEO Tim Pawlenty in a statement. “Together, we’ll build on CCSA’s success and become a more powerful advocate for every segment of the industry.”
Founded in 2015, the CCSA now boasts a membership of more than 100 community solar developers, nonprofits, and related businesses. Prior to the merger announcement, there was significant membership overlap between the CCSA and SEIA, making the idea of a merger a natural fit.
The CCSA is known for its legislative and regulatory advocacy, including its comprehensive Policy Roadmap, published in 2024, and its work to advance grid modernization strategies and to advocate for providing solar access to low- and moderate-income communities.
“CCSA was formed to create greater access to solar for all Americans,” said departing CCAS CEO Jeff Cramer in a statement. “Today, as distributed community power has become one of the most credible solutions to affordability and grid reliability, so has the need for greater scale, resources, and expertise to meet the moment. I am deeply proud of the work we have done, the team we built, and the industry we helped shape, and equally excited to see it evolve inside SEIA.”
The merger comes at a time when the pace of community solar capacity additions is expected to drop, having peaked in 2024, and the changes made in the One Big Beautiful Bill Act caused analysts to reduce their estimates for future installation volume.
According to the most recent edition of SEIA’s Market Insight Report, featuring research by Wood Mackenzie, the market is projected to decline by 12% annually starting in 2028, with a sharp drop in volume in 2031 as developers adjust to post-tax credit project financing and development.
