Neoen, a French independent power producer, has begun construction on a 122MW solar photovoltaic portfolio in France, according to PV Tech. The portfolio comprises four projects, including two agrivoltaic plants and one floating solar installation.
The agrivoltaic projects are the Saint-Just Solar Farm, with 30MW in the Cher department, and La Ferme des Cros Solar Farm, with 16MW in the Charente department. Both will combine sheep farming with solar power generation and are scheduled to be commissioned in the first half of 2028.
Sireos, an engineering, procurement, and construction contractor, will build the Saint-Just project and handle its maintenance. Eiffage Energie Systemes will construct and maintain La Ferme des Cros.
The floating solar project will be located in the Marne region of northeastern France and will have a total capacity of 35MWp, of which 28MWp will be floating solar spread across four reservoirs. It will be installed at a former quarry lake that is no longer operational, according to the French floating solar specialist Ciel & Terre, which is responsible for the design of the plant, the anchoring system, anchor installation, and the assembly of floats and PV modules.
Vincent Pinchou, head of project at Ciel & Terre EMEA, indicated that environmental constraints at the Matignicourt site shaped both the project design and the construction schedule. He noted that the window for anchoring work is very short, requiring careful anticipation of each stage and adjustment of resources, and that experience from floating solar projects with varied configurations is particularly valuable in this context.
According to Ciel & Terre, the floating project has a tight timeframe, with anchoring works underway and required to be completed before the end of October 2026. This deadline stems from a sensitive period for certain animal species at the site, which prevents the use of percussive anchors beyond that time.
The floating project is in the same region as Les Ilots Blandin, described as Europe’s largest operational floating solar project, which has an operational capacity of 74.3MWp and began operations last year.
The fourth project will be built at the Bretigny-sur-Orge military base, south of Paris, with an installed capacity of 41MWp. It was awarded in 2021 under a tender process held by the French Ministry of the Armed Forces. Eiffage Energie Systemes will carry out construction and maintenance, and the project is expected to begin operations in the first half of 2028. According to Neoen, it will be the largest solar farm in the Ile-de-France region.
With construction started on these four solar projects and a 14MW wind farm, Neoen has more than 2.5GW of capacity in operation or under construction in France. The company expects a further 300MW of renewables to enter construction over the next 12 months. Of the 2.5GW portfolio, 1.8GW is owned by Neoen, while 700MW is managed for third parties.
