The Ministry of New and Renewable Energy (MNRE) continues to tighten its oversight of the domestic solar supply chain through the Approved List of Models and Manufacturers (ALMM). By mandating that only listed manufacturers can supply projects under government-assisted schemes, the ministry aims to foster a robust domestic manufacturing ecosystem. The latest 11th revision of ALMM List-II for solar cells represents a strategic effort to ensure that project developers have access to high-efficiency technology while meeting local content requirements.
In the most recent update, the MNRE added 529 MW of Mono PERC solar cell capacity to the ALMM list. This incremental addition brings the cumulative enlisted capacity for solar cells to 37,394 MW. This expansion is critical for the Indian solar market, as it provides developers with a broader range of approved vendors for their upcoming utility-scale and commercial projects. The inclusion of high-efficiency Mono PERC technology reflects the industry’s shift toward advanced module architectures, which are essential for maximizing energy yield in large-scale solar parks.
For EPC contractors and solar developers, the ALMM list is a primary compliance document. Procurement professionals must verify that their chosen module and cell suppliers are currently active on the ALMM list to avoid project delays or rejection during the commissioning phase of government-tendered projects. The expansion to 37 GW of capacity offers greater flexibility in supply chain management, potentially easing the bottlenecks that have previously affected project timelines. Developers should prioritize long-term supply agreements with manufacturers who consistently maintain their status on this list to mitigate regulatory risks.
The MNRE is expected to continue periodic revisions to the ALMM list as more domestic manufacturing facilities achieve production milestones. As India accelerates its transition toward 500 GW of non-fossil fuel capacity by 2030, the role of the ALMM will remain central to balancing the needs of the domestic manufacturing sector with the aggressive deployment targets of the India renewable energy sector.
