MNRE proposes standardised nomenclature for ALMM-listed solar PV cells – Power Peak Digest

The Ministry of New and Renewable Energy (MNRE) has circulated a revised draft proposal to standardise the nomenclature of solar photovoltaic (PV) cell models enlisted under the Approved List of Models and Manufacturers (ALMM) List-II, introducing a common identification system that would capture key technical and manufacturing characteristics of each model.
The revised proposal follows comments and suggestions received from stakeholders on the draft circulated by MNRE on August 3, 2026. Stakeholders can submit further comments on the revised nomenclature to the Ministry at [email protected] by October 12, 2026.
Standard nomenclature
Solar PV cell models currently listed under ALMM List-II carry names provided by individual manufacturers. MNRE noted that the absence of a prescribed nomenclature has resulted in different naming conventions across manufacturers, making it difficult to identify and trace the technical characteristics of individual cell models on a uniform basis.
Under the revised proposal, each model would be identified by the manufacturer’s brand name followed by a 14-digit alphanumeric code. The code is designed to provide a unique identifier while incorporating information on the origin of key manufacturing inputs, cell technology, wafer size and cell efficiency.
The first four positions would identify the origin of the polysilicon, ingot, wafer and cell respectively. Each position would use either D for domestic or F for foreign origin. For thin-film technology, the first position would refer to the origin of the front glass.
For cell origin, D would indicate a solar PV cell, or equivalent process, manufactured in India, while F would indicate a cell manufactured outside India. MNRE has specified that a solar cell manufactured using a blue wafer, or diffused silicon wafer, would not be treated as a domestically manufactured cell.
Technology codes
Positions five and six would identify the cell technology. The proposed codes are MP for Mono PERC, TC for TOPCon, HJ for HJT, BC for Back Contact and PS for Perovskite. MNRE may introduce additional codes for emerging cell technologies as required.
Positions seven and eight would identify wafer size, with MA representing M10, MB representing M10R, GA representing G12 and GB representing G12R. Additional codes may also be introduced in response to technological developments and market requirements.
Positions nine to 11 would represent cell efficiency using the first three digits of the efficiency percentage, with the decimal point omitted. Thus, a cell efficiency of 24.67% would be represented as 246, while 25.55% would be represented as 255.
The final three positions, 12 to 14, would remain reserved.
For example, the Ministry has proposed the code ABC FDDTCGB256xxx for a model from manufacturer ABC. In this case, F indicates foreign polysilicon, while the subsequent three D codes indicate domestic ingot, wafer and cell production. TC identifies TOPCon technology, GB denotes a G12R wafer and 256 represents a cell efficiency of 25.67%. The final three characters are reserved.
Another illustration, ABC FFFDMPMA245xxx, identifies foreign polysilicon, ingot and wafer, followed by a domestically manufactured cell, with MP indicating Mono PERC, MA representing M10 and 245 indicating 24.5% cell efficiency.
Implementation
The proposed nomenclature would apply to inspections conducted by the National Institute of Solar Energy (NISE) for enlistment of solar PV cell models and manufacturers under ALMM List-II after issuance of the final Office Memorandum. Models verified during these inspections and recommended for enlistment would have to conform to the prescribed nomenclature.
For manufacturers and models for which inspections have already been completed, as well as models already enlisted under ALMM List-II, the nomenclature would have to be revised within two months of issuance of the memorandum. NISE would coordinate with the concerned manufacturers to implement the revisions.
The standardised system is intended to create a common identification and traceability framework for solar PV cells across the value chain. In addition to supporting ALMM List-II enlistment, the nomenclature could serve as a common product identifier for regulatory, commercial and other purposes.
The system would also identify the domestic or foreign origin of the cell and associated manufacturing stages, enabling distinction between ALMM List-II solar PV cells and ALMM List-I(a) solar modules based on the Bill of Materials.
