The Solar Energy Corporation of India Limited (SECI) has announced plans to select a project developer for a pilot solar power project with a minimum capacity of 4 MW on the elevated section of the Delhi-Dehradun Highway. The project will be implemented under the Renewable Energy Service Company (RESCO) mode as part of Phase I of the National Highways Authority of India (NHAI) solar power initiative.
According to a Notice Inviting Tender (NIT), SECI will select the project developer through a tariff-based competitive bidding process. The proposed project involves setting up a solar photovoltaic (PV) power plant on the elevated highway section, marking a pilot initiative to utilise highway infrastructure for solar power generation.
The tender is titled “Request for Selection (RfS) Document for Selection of Solar Power Developer for setting up Solar PV Power Project of minimum 4 MW capacity for NHAI under RESCO mode (Phase-I).” The initiative is intended to identify a developer responsible for establishing the solar generation project in accordance with the terms to be specified in the detailed bidding documents.
SECI stated that the bidding documents will be made available shortly on the ISN-ETS portal, the SECI website and the Central Public Procurement Portal (CPP Portal). Prospective bidders have been advised to monitor these platforms for the release of the RfS document and subsequent notices, amendments and clarifications, as separate notifications will not be issued.
The solar project follows an earlier initiative to integrate renewable energy generation into the Delhi-Saharanpur-Dehradun Highway. In November 2025, SECI and NHAI signed a memorandum of understanding (MoU) for installing solar power plants along the elevated portion of Package-1 of the highway in Delhi. The proposed 4 MW project is part of Phase I of this initiative, which aims to utilise highway infrastructure for clean energy generation.
The Delhi-Saharanpur-Dehradun Expressway is a 210-km highway corridor intended to improve connectivity between Delhi and Dehradun while easing congestion on existing routes. Solarisation of its elevated sections could provide an additional use for infrastructure already developed for road transport, allowing electricity generation alongside highway operations. The initiative also fits into NHAI’s broader efforts to incorporate solar power into highway infrastructure, including installations at toll plazas and interchanges.
