Tata Power has partnered with Norway-based Ocean Sun to bring membrane-based floating solar technology to India, the company said on Wednesday. The agreement was signed on the sidelines of the second India-EFTA Prosperity Summit. The collaboration begins with a pilot of about 300 kWp at Tata Power’s Mulshi reservoir in Maharashtra, which will assess the technology’s performance, reliability, cost competitiveness and scalability. Unlike conventional systems built on interconnected pontoons, Ocean Sun’s design places solar modules on a thin membrane that floats directly on the water.

Tata Power said on Wednesday that it has partnered with Norway-based renewable energy technology company Ocean Sun to bring its membrane-based floating solar technology to India. The collaboration agreement was signed on the sidelines of the second India-EFTA Prosperity Summit, a company statement said.
The statement said the agreement reinforces the growing India-Norway and India-EFTA partnerships in technology, innovation and clean energy. Tata Power described itself as one of India’s largest integrated power companies.
The collaboration will begin with a pilot of about 300 kWp at Tata Power’s Mulshi reservoir in Maharashtra. The pilot will assess the performance and reliability of Ocean Sun’s technology under Indian operating conditions, and examine its cost competitiveness and scalability. The project is also expected to provide operational insights that could inform larger deployments in India.
Conventional floating solar systems generally use interconnected pontoon structures to support solar modules. Ocean Sun’s technology instead mounts solar PV modules on a thin hydro-elastic membrane that floats directly on the water surface. The membrane-based design is intended to reduce structural requirements and could simplify transportation and installation. Contact with the water may also provide natural cooling, which can help module efficiency.
Tata Power Chief Executive Officer and Managing Director Praveer Sinha said the focus is on finding scalable and affordable ways to tap India’s large floating solar potential. According to estimates by the National Institute of Solar Energy, the country has more than 102 GWp of floating solar potential.
Tata Power already operates floating solar capacity in India. Its subsidiary, Tata Power Renewable Energy Limited, commissioned the 126 MW Omkareshwar Floating Solar Project in Khandwa district of Madhya Pradesh in 2024, developed with NHDC Limited. The company has described it as one of the largest floating solar installations in the country, using bifacial glass-to-glass modules and adaptive mooring systems.
The second India-EFTA Prosperity Summit was held in New Delhi on 7 October to mark the first anniversary of the India-EFTA Trade and Economic Partnership Agreement coming into force. Its theme was building a USD 100 billion investment partnership and creating one million jobs in India. Reports said the Ministry of Commerce and Industry and Invest India played an important role in facilitating India’s engagement with EFTA and supporting international investment and technology collaboration. Norway is one of the four EFTA member states.
Ocean Sun is a Norwegian company with a patented floating power system in which solar panels are mounted on a thin hydroelastic membrane. Its installations include a 2 MWp plant at the Banja reservoir in Albania, built with Norwegian energy company Statkraft next to its 72 MW hydropower plant. The plant’s first 500 kWp unit restarted commercial operation in April 2022 after an incident in the summer of 2021, and three further units took capacity to 2 MWp in December 2022.
The statement did not disclose the investment value of the pilot, its financial terms or a commissioning date.
