China Plans Tighter Export Controls on 40 AI, Biotech and Solar Technologies – CXO Digitalpulse

China has proposed adding 40 technologies across artificial intelligence (AI), biomedicine and photovoltaic energy to its catalogue of technologies prohibited or restricted from export, according to an announcement by the country’s Ministry of Commerce.
The proposed revision covers technologies from three sectors that have become increasingly important to China’s technology and industrial development. The ministry has invited public feedback on the proposal. While also introducing interim pre-export registration management for the relevant technologies.
Among the technologies included in the proposal are AI models, intelligent agents and computing clusters. These represent key components of China’s AI industry and support the development and deployment of advanced AI systems.
The proposal comes amid growing competition and geopolitical tensions between China and the United States over the development of advanced technologies. AI capabilities, computing infrastructure and access to strategic technologies have become increasingly important in the broader competition between the two countries.
The ministry said the proposed revision was a routine update prompted by the expanding use of related technologies in sensitive fields. It also stated that the move was not directed at any specific country, region or entity.
The public consultation period will allow stakeholders to submit their views on the proposed changes before the revision process advances. At the same time, the interim pre-export registration arrangements introduce an additional administrative step for relevant technologies covered by the proposal.
The inclusion of AI models, intelligent agents and computing clusters highlights the growing importance of software, AI systems and computing resources in technology-related trade controls. These technologies support the development of advanced AI capabilities and have become central to the wider technology competition involving China and other major economies.
Biomedicine and photovoltaic technologies are also covered by the proposed revision, extending the scope beyond AI to other sectors with important industrial and technological applications.
The proposal does not establish that all 40 technologies have already been added to the restricted list. It remains a proposed revision, with public opinions being sought until November 15.
The announcement reflects China’s continuing review of export controls as technological applications expand into more sensitive areas.
