BEIJING — China has proposed export controls on 12 solar-manufacturing technologies and introduced immediate registration requirements for covered overseas technology transfers, adding a new policy development for investors tracking solar manufacturers including NYSE-listed JinkoSolar (JKS).
The photovoltaic section concerns polysilicon production, wafer manufacturing and solar-cell manufacturing, including key equipment embodying the covered technologies. The proposed catalogue changes have not yet taken effect.
Registration requirements apply immediately and remain in place until the revised catalogue is formally implemented. They cover transfers of technology ownership abroad, overseas licensing and changes that put domestic technology under foreign ownership or control. Transfers already started but not completed must also be registered.
The announcement comes as Chinese solar exports remain uneven. Customs data showed September shipments of cells and panels fell 6.4% year over year by weight to 1.21 million metric tons, Reuters reported October 18. Export value increased 19.4% to $3.34 billion.
For JinkoSolar, the policy debate follows weaker sales. In second-quarter results announced August 26, the company reported revenue of RMB12.36 billion, down 31.3% from a year earlier, and a net loss attributable to ordinary shareholders of RMB697.3 million. The loss compared with RMB876.4 million a year earlier and RMB463.5 million in the first quarter.
Module shipments were 15,961 megawatts, down 34.4% year over year. Gross margin was 4.2%, compared with 8.3% in the preceding quarter and 2.9% a year earlier. Those results predate the proposed export controls. Adjusted net loss attributable to ordinary shareholders was RMB910.8 million, compared with RMB856.4 million a year earlier. The adjusted measure excludes certain investment, disposal and share-compensation effects.
