Grid Corporation of Odisha (GRIDCO), a state owned PSU and the nodal agency has sought bids for undertaking an impact study for developing floating solar projects across the states, seeking Expression of Interests (EoIs) till November 17, 2026
Through this tender, the developers are required to select solar developers to develop, operate and maintain three units of grid-connected floating solar photovoltaic (FSPV) projects of 75 MW each, collectively, aggregating to 225 MW. Combined with a Battery Energy Storage System (BESS), together this project aims to supply power to GRIDCO.
GRIDCO through the latest consultancy tender requires the bidders to act as the solar park developer for developing solar park over the Upper Indravati reservoir (Upper Indravati Solar Park) under its renewable energy Renewable Energy Policy.
Under the scope of work, the developer is expected to undertake the Environmental and Social Impact Assessment (ESIA), and prepare E&S with IFC’s Environmental and Social Performance Standards (2012).
The deliverables include the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Occupational Health Safety (OHS) plan and associated management instruments including the Livelihood Restoration Plan (LRP), Indigenous Peoples Development Plan (IPDP), Stakeholder Engagement Plan (SEP), and Grievance Mechanism (GM).
A Livelihood Restoration Framework (LRF) and Stakeholder Engagement Framework (SEF) have been prepared at the scoping stage. The ESIA Consultant would be based on detailed impact assessment and identification of affected persons, prepare a Livelihood Restoration Plan (LRP) as part of the ESIA/ESMP documentation in accordance with the LRF
The core AOI includes all areas directly occupied or physically disturbed by the Project components and associated facilities:
The Floating Solar Photovoltaic (FSPV) project would be installed over the Indravati Reservoir (~6.5 sq. km) with a 33 kV transmission line and associated buffer. Launching pad, temporary storage areas.
The developer would also have to build a Power Substation (PSS), Right of Way (RoW) for the 220 kV transmission line up to Mukhiguda Grid Substation. The Reservoir area within Floating solar project area, where direct aquatic ecological impacts are anticipated. The scope of work covers 15 villages comprising of 8 project villages and 7
AoI villages)

These areas are anticipated to experience direct environmental and social interactions associated with the Project. Project footprint included within the following villages. The floating solar project is at Padepadar, Gaura Kurumuli and Paraja Kurumuli. The transmission Line would connect Padepadar, Uparchobari, Podapadar, Tikilipadar, Mahulpatna, Kamaridhi
The developer is required ti review all existing project information and establish a baseline for climate and hydrological conditions. This includes an initial narrative review of all available documents and datasets to understand the project context, technical design considerations, and reservoir-dam operating environment.
The following key documents and datasets will be collected and reviewed. The Project design reports and layout plans. It would be required to manage Bathymetry data, reservoir characteristics, and dam technical information and also develop Hydrological studies prepared as part of the project’s technical design.
The tender also laid down rules for developing dam operation rules, including Full Reservoir Level, Minimum Drawdown Level, flood routing procedures, spillway operation and release protocols Based on this review, develop a baseline climate and hydrological profile, capturing trends and conditions related to:
