Rwanda’s Energy Development Corporation Limited (EDCL) has issued a tender for a 200 MW floating solar power plant paired with an 800 MWh battery energy storage system, according to pv magazine. The facility is planned for Lake Sake in the Ngoma district of Rwanda’s Eastern province.
Tender documents indicate the project will follow an independent power producer model. The winning developer would sign a long-term power purchase agreement with the state-owned Rwanda Energy Group through its subsidiary, the Energy Utility Corporation Limited, which would serve as the offtaker.
The selected bidder would handle design, supply, installation, testing, commissioning, operation and maintenance of both the floating photovoltaic system and the storage component. Applicants must demonstrate at least a decade of experience in designing, building and managing renewable energy plants.
The process opens with a pre-qualification round in which interested independent power producers must satisfy administrative, technical and financial criteria laid out in documents posted on the Rwanda Energy Group website. A site visit for prospective applicants is scheduled for October 23, and electronic submission of initial bids is due by November 12.
Rwanda’s solar sector remains at an early stage. The Africa Solar Industry Association has recorded 47.5 MW of operational solar capacity in the country to date, based on its project database.
Floating solar installations remain scarce across Africa, even though research points to substantial potential for deploying solar on the continent’s inland waters. A 2023 study estimated that Africa could reach 100 GW of solar generation by using 1% of its reservoir surface area.
The biggest floating solar project in development on the continent is a 600 MW installation on Lake Kariba, which sits on Zimbabwe’s northern border with Zambia and is the world’s largest artificial lake and reservoir by volume. Zimbabwean government officials said last December that construction would start this year, beginning with an initial 150 MW phase.
The largest operating floating photovoltaic project in Africa so far is a 13 MW array in Morocco that began operating in July.
