Fort Bend County is seeking to attract a proposed Tesla solar panel manufacturing facility valued at $10 billion, according to the Houston Chronicle. The county has assembled an incentives package that would run for three decades, the publication reported.
Tesla, which is headquartered in Austin, has not formally decided where the plant will be built. Under the proposed terms, the company would pay county property taxes tied to structures and buildings, while taxes on machinery would be waived. Fort Bend County would also waive inventory taxes during the first ten years, with the abatement dropping to 90 percent after that decade.
The county director of economic development told the publication that the agreement would be extended by another five years if the facility employs more workers than currently projected under the incentives package. The project has also received additional benefits from Lamar Consolidated Independent School District, according to the report.
A Tesla site selection advisor previously told the Houston Chronicle that the competition to host the solar manufacturing plant had been narrowed to two locations, one in Texas and another in a different state.
Tesla is part of an expanding network of companies associated with Elon Musk that has been growing across Texas. In 2026, SpaceX and Tesla are building a $55 billion semiconductor manufacturing plant called Terafab in Grimes County, and xAI subleased space at the Seaholm Power Plant on the Colorado River in Austin earlier this year.
Musk’s companies have acquired land in Bastrop, and Tesla signed a 500,000-square-foot industrial lease elsewhere in Austin. Musk has also floated the idea of a Boring Company hyperloop tunnel connecting Austin and San Antonio.
Musk, described as the world’s richest person and first trillionaire, has an incorporated city called Starbase near Brownsville and South Padre Island that is used for rocket tests. He is reportedly building another town, Snailbrook, in Bastrop County for employees moving to the area.
