Haryana tenders 500 MW solar projects with 250 MW/1,000 MWh BESS – Power Peak Digest

The Haryana Power Purchase Centre (HPPC), acting for state discoms Uttar Haryana Bijli Vitran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam Limited, has invited bids for 500 MW of grid-connected solar photovoltaic (PV) projects integrated with a 250 MW/1,000 MWh, four-hour battery energy storage system (BESS). Bids are due by November 17, 2026.
The tender will follow a tariff-based competitive bidding process under a build-own-operate model. Selected developers will supply power to HPPC under a 25-year power purchase agreement (PPA).
Scope of work
Developers will set up the solar-plus-BESS project at their own cost, including the transmission line up to the delivery or interconnection point and the associated line bays. They will identify and acquire land, and install and own the solar PV projects and the BESS.
They are also responsible for statutory approvals and grid connectivity, and for developing transmission lines and associated equipment up to the delivery point. Remote terminal units and supervisory control and data acquisition (SCADA) systems must also be installed.
Technical requirements
Developers must install at least 0.5 MW/2 MWh of BESS capacity for every 1 MW of contracted solar capacity. Projects must be commissioned within 24 months of signing the PPA.
Bidders must comply with the applicable technical standards for solar PV modules and use modules and cells listed under the relevant Approved List of Models and Manufacturers. A single bid can cover a minimum of 5 MW and a maximum of 250 MW of contracted capacity.
Fees and deposits
Bidders must submit an earnest money deposit of Rs 1.327 million per MW in the form of a bank guarantee. They must also pay a document fee of Rs 50,000 plus GST and a bid processing fee of Rs 10,000 per MW plus GST.
Financial eligibility
Bidders must have a net worth of at least Rs 13.27 million per MW of quoted capacity. They must also have a minimum annual turnover of Rs 7.64 million per MW of quoted capacity. Both are assessed on the last two financial years, at least seven days before bid submission.
