The US International Trade Commission (USITC) has determined that imports of crystalline silicon photovoltaic cells and modules from India, Indonesia and Laos materially injured the domestic solar industry. The ruling followed US Department of Commerce findings that these imports were subsidized and sold below fair value. Investigations began on 17 July 2025 following petitions filed by the Alliance for American Solar Manufacturing and Trade, comprising Hanwha Q CELLS USA, First Solar and Mission Solar. The Commission conducted a public hearing on 9 September 2026 and completed its final determinations on 2 November 2026. Published in the Federal Register on 5 November 2026, the findings also identified critical circumstances concerning certain solar imports from Indonesia under the trade investigations.
