BEIJING — Suzhou Maxwell Technologies, a Chinese maker of advanced production equipment, plans to spend 3.5 billion yuan ($506 million) on opening a factory to make machines for manufacturing perovskite solar cells, widely considered the next big thing in the growing solar power sector.
