According to a report from PV-Tech, the Stillhouse solar photovoltaic project in Bell County, Texas, has entered commercial operation. The 210-megawatt project was constructed by SOLV Energy and finished construction in November 2025.
Matrix Renewables stated that with operations beginning, it has obtained Investment Tax Credit funding and converted its construction financing from 2024 into long-term debt. A portion of the project’s electricity output is committed under a 15-year power purchase agreement with the automotive company Hyundai.
The project qualified for a 30 percent Investment Tax Credit incentive established under the Inflation Reduction Act. This incentive is scheduled to end on July 4 under legislation from the current government, requiring projects to either be operational or meet specific safe harbor provisions by that date to access it. Meeting safe harbor involves adhering to Treasury regulations, which include criteria related to sourcing of materials and components and demonstrating meaningful on-site construction activity. Projects achieving safe harbor between January 1 and July 4, 2026, must also comply with new Foreign Entity of Concern rules.
A managing director for Matrix noted collaboration with partners to optimize the capital structure for delivering stable renewable energy within the ERCOT market. The company reports a portfolio of over 8.5 gigawatts of projects in development or operation across several United States regional transmission markets.
