The Uttarakhand Renewable Energy Development Agency (UREDA) has invited bids under two tenders to select engineering, procurement, and construction (EPC) contractors for grid-connected rooftop and small solar power projects at government buildings across the state.
The last date to submit bids for both tenders is May 29, 2026. Bids will be opened on May 30.
Bidders must submit an earnest money deposit of ₹4.06 million (~$42,487) for each tender.
The cost of each tender document is ₹11,800 (~$123), including goods and services tax.
Garhwal Division Tender
The first tender is for 3.25 MW of rooftop and small solar power projects in the Garhwal Division.
The estimated cost of the tender is ₹206.3 million (~$2.16 million).
The tender covers Dehradun, Rudraprayag, Chamoli, Uttarkashi, Haridwar, Tehri, and Pauri.
Kumaon Division Tender
The second tender is for 3.25 MW of rooftop and small solar power projects in the Kumaon Division.
The estimated tender cost is ₹206.4 million (~$2.16 million).
The tender covers Nainital, Almora, Bageshwar, Udham Singh Nagar, Champawat, and Pithoragarh.
The scope of work under both tenders includes survey, design, manufacture, supply, erection, testing, net metering, and commissioning of grid-connected rooftop and small solar power projects with capacities ranging from 1 kW to 1 MW.
The selected contractors must also provide a warranty and comprehensive annual maintenance for five years.
The contractors must conduct site surveys and submit survey reports to UREDA within 60 days from the date of the work order. They must obtain statutory approvals, electrical safety clearances, and implement net metering arrangements.
Solar projects may be installed on flat or inclined rooftops, on open flat land, or on open hilly or inclined land. Project locations may include plain areas and remote hilly areas with or without road access. Bidders must account for transportation and mounting structure requirements before quoting prices.
The projects awarded under each tender must be completed within 10 months from the date of the work order.
Bidders must have been operational in India for more than five years in the design, supply, installation, and commissioning of grid-connected solar photovoltaic projects with net metering.
They must have an average annual turnover of at least ₹360 million (~$3.76 million) during the last five financial years.
They must also have installed more than 2.6 MW of grid-connected rooftop and small solar power projects with net metering on government buildings in the last five years. The projects submitted as experience must be in the 10 kW to 1 MW capacity range.
Bidders must have valid authorization from solar module and inverter manufacturers, a Class A electrical contractor registration, and at least one firm-owned service center in Uttarakhand.
Both tenders require the use of domestically manufactured solar cells and modules. Solar modules must be from the Approved List of Models and Manufacturers List I, and solar cells must be from the ALMM List II.
Earlier, UREDA issued a tender to empanel engineering, procurement, and construction contractors for the design, manufacture, supply, erection, testing, net metering, and commissioning of a cumulative capacity of 22.97 MW grid-connected rooftop solar systems and small solar projects.
