Thailand’s Office of the Consumer Protection Board (OCPB) has launched an investigation into substandard solar system installations, according to a report from pv magazine. The OCPB is currently assisting 17 homeowners affected by dangerous or subpar solar setups across three areas: Khon Kaen province, Saraburi province, and the Tha Phara area of Thonburi district within Bangkok.
Reports of faulty equipment include signs of melting and burning. During a meeting earlier this week led by government minister Supamas Isarabhakdi, who is attached to the Prime Minister’s Office, three impacted homeowners presented evidence of the faulty installations. They noted that their electricity bills had not decreased after the solar panels were installed and stated that the solar installer has refused to accept responsibility.
Local press reports indicate that preliminary investigations uncovered technical failures, such as the use of aluminum wiring instead of copper wiring and contractors altering a home’s electrical system from three-phase to single-phase. The OCPB’s update advises consumers experiencing similar problems to file complaints via its hotline or online, adding that Thailand’s Consumer Protection Board (CPB) has prosecutorial authority. The board stated that the circumstances could constitute the offense of selling deceptive goods, which carries penalties including imprisonment and fines.
Minister Isarabhakdi has instructed the CPB to upgrade the solar panel installation industry to a regulated contract business, requiring all contracts to specify equipment standards and specifications. The minister also indicated that solar-related products should be subject to specific labeling regulations and urged consumers to inspect equipment before purchasing. Additionally, government representatives have met with stakeholders from the Thai Industrial Standards Institute, the Metropolitan Electricity Authority, and the Provincial Electricity Authority to discuss consumer protection measures and ways to prevent such incidents from recurring.
