Ocean Sun, a Norwegian company specializing in floating solar technology, has signed a non-binding memorandum of understanding with ACEN-Silverwolf. This agreement establishes a framework for deploying utility-scale floating solar installations in specific Asian markets.
The memorandum outlines a partnership that merges Ocean Sun’s patented membrane-based floating solar technology with ACEN-Silverwolf’s expertise in regional project development. ACEN-Silverwolf is a joint venture formed by ACEN Renewables International and Silverwolf Capital. The companies indicated they aim to progress toward a binding collaboration agreement, contingent on obtaining necessary approvals and completing definitive documentation.
Ocean Sun’s system features solar modules mounted on hydro-elastic membranes, which are encircled by circular flotation collars. Each ring can generate up to 700kW of capacity. The flexible polymer membrane enables the system to adjust to varying water conditions, including reservoir level changes of several meters, while maintaining stability in high winds. Ocean Sun has revised its designs for freshwater installations to facilitate cost-effective utility-scale deployment, moving beyond earlier uses in offshore and aquaculture settings.
Kristian Torvold, chief executive of Ocean Sun, stated that the memorandum provides a clear route to expand the company’s floating solar technology alongside an experienced renewable energy developer. He noted that it bolsters the company’s capital-light licensing strategy in the utility sector and offers a structured path from pilot projects to utility-scale deployment, particularly in competitive freshwater environments. Kelvin Yuen, chairman of ACEN-Silverwolf, remarked that Ocean Sun offers a floating solar technology developed and refined over many years, emphasizing its robustness and suitability for freshwater installations.
This agreement positions Ocean Sun to broaden its footprint in Asian markets, where floating solar deployment has accelerated recently. Earlier this week, Vietnam proposed adding 270MW of new floating photovoltaic capacity as part of its renewable energy expansion, and Malaysia’s largest standalone floating PV project started construction in February. Ocean Sun had previously announced plans to introduce floating solar to Australia in early 2025 through a partnership with Canopy Power Australia.
ACEN-Silverwolf owns and operates over 100MW of commercial and industrial renewable energy assets across China, Hong Kong, Malaysia, Thailand, and Singapore. ACEN Corporation, the Ayala group’s publicly listed energy company, currently holds approximately 7GW of attributable renewable energy capacity, encompassing projects in operation, under construction, and committed across the Philippines, Australia, Vietnam, India, and Lao PDR. The company has established a target of 20GW of renewables capacity by 2030.
The floating solar market in the Asia-Pacific region has grown rapidly. Utility-scale projects ranging from 1MW to 3MW dominate regional deployment, with installations typically situated on large reservoirs, hydropower dams, and industrial water bodies. This technology addresses land scarcity issues while offering water-conservation advantages through reduced evaporation and enhanced panel efficiency from natural water cooling. As reported by PV Tech, DNV recently introduced technical standards for floating solar to support industry development through standardized design and operational frameworks.
