US solar manufacturer SEG Solar has announced plans for a third module manufacturing plant in the country. The new facility will have an annual production capacity of 4.6 gigawatts, bringing the company’s total operational manufacturing capacity to 10.6 gigawatts. The news was reported by PV Tech.
The 1.15 million square foot plant will be located in Greater Houston, Texas, where SEG Solar is headquartered. The company expects to complete construction by March 2027 and begin commercial production of heterojunction technology (HJT) modules in May 2027.
While SEG Solar is not the largest US-based solar module manufacturer by annual production capacity—First Solar operates around 14 gigawatts of capacity—the expansion is a key step in the company’s strategy to build a more robust vertically-integrated solar manufacturing operation in the United States. SEG Solar plans to open its second module manufacturing plant in Houston by the end of this week and has already started construction on a 3-gigawatt ingot and wafer manufacturing facility in Indonesia.
Critically, SEG Solar states that it has been designated as a non-PFE (prohibited foreign entity). The PFE designation was introduced under the current President of the United States, Donald Trump, as part of the One Big Beautiful Bill Act (OBBBA). It applies to companies that benefit from government subsidies for manufacturing in China, Russia, North Korea, and Iran.
PFEs are ineligible for several clean energy tax credits that are central to renewable energy development in the US, including the 45X Advanced Manufacturing Production Credit and the 48E Investment Tax Credit. SEG Solar’s non-PFE status means it will not be targeted by ongoing Foreign Entity of Concern (FEOC) investigations, which have scrutinized companies perceived to benefit from ties with Chinese firms, even as SEG Solar advances its upstream manufacturing facility in Indonesia.
SEG Solar also announced that it is evaluating potential US sites for a dedicated HJT manufacturing facility, as it seeks to onshore more of its manufacturing capacity and develop a vertically integrated cell and module supplier.
