Oman has signed agreements with consortia led by French utility company EDF for the development of a 500 MW solar power plant and 2 GW pumped hydro energy storage system in the country.
The 500 MW Al Kamil solar PV independent power project will be financed, built and operated by a consortium of EDF, Omani companies ONEIC and OQ Alternative Energy (OQAE) and Oman’s state-owned power and water procurement agency, Nama Power and Water Procurement Company (PWP).
The partners have entered into a power purchase agreement covering the project, which will be built within the South Al Sharqiyah governorate of eastern Oman. According to details on PWP’s website, the project has an estimated cost of OMR 100 million ($260 million) and will cover 4.7 million square meters of land.
The solar facility is EDF’s third renewables project in Oman following the 500 MW Manah I solar project, which was switched on in August 2025, and a 120 MW wind project.
A separate framework agreement has been signed between EDF, ONEIC, and Omani companies Takhzeen Oman and Green Universe Enterprise, alongside the government of Oman, for the development of the 2 GW Jabal Abyad pumped hydro energy storage project.
Located in the vicinity of the Wadi Dayqah Dam in northern Oman, the project is designed to provide long-term energy storage capacity while enhancing grid stability and enabling higher penetration of renewable energy sources across the country. It is set to become the largest hydro plant in the Middle East once operational.
EDF has also entered into a memorandum of understanding with the government of Oman to cooperate on the development of a 1 GW sustainable digital infrastructure platform, with the overarching aim of positioning the country as a regional hub for artificial intelligence, advanced computing and cloud services.
Earlier this week, PWP tendered two new solar projects with a combined capacity of 1.5 GW. The deadline for applications is July 27. It follows a recent search for a consultancy to support a 300 MW solar project, which is open for applications until July 26, and a separate consultancy tender covering a green hydrogen project.
Oman’s cumulative solar capacity reached 1,672 MW by the end of last year, according to figures published by the International Renewable Energy Agency (IRENA).
