Site Mobilization Begins for 235 MWp Fleming Solar Farm in Kentucky – Construction Review

Site mobilization will begin in the coming weeks for the Fleming Solar Farm, a 235-megawatt-peak (MWp) photovoltaic project in Fleming County, Kentucky, ACCIONA Energía announced. The step marks an early construction milestone as the Spanish renewable energy developer moves toward bringing the plant online in May 2028.
The Fleming Solar Farm will be ACCIONA Energía’s fifth photovoltaic plant in the United States and its 18th renewable energy asset in the country overall. The company currently operates approximately 3 gigawatts (GW) of installed renewable energy capacity across the U.S., spanning photovoltaic, solar-thermal, wind and energy storage assets. The addition of Fleming County’s solar farm extends the company’s U.S. footprint further into the Southeast, building on its existing base of wind, solar and storage projects nationwide.
During the peak of construction, the project will create up to 300 local jobs in Kentucky. ACCIONA Energía said it will prioritize contractors, suppliers and service providers from the surrounding region throughout both construction and operations, an approach the company has taken with other U.S. renewable energy developments. The project will also generate tax revenue intended to support local services and public infrastructure in Fleming County, though the company did not disclose specific projected tax revenue figures in its announcement.
Ahead of construction, ACCIONA Energía has already made donations and community investments in the area, including support for local fire departments. The company said that support will continue through construction and operations under its Social Impact Management Program, a company-wide initiative focused on education, health and wellness, environmental stewardship and broader community development. The program is intended to extend the project’s benefits beyond direct construction jobs and tax revenue, embedding the company in local community initiatives for the life of the plant.
Once operational in 2028, the Fleming Solar Farm will add to a growing pipeline of utility-scale solar development in Kentucky, a state that has seen increasing solar investment in recent years as developers seek sites with grid access and available land in the eastern U.S. ACCIONA Energía has not disclosed the plant’s expected annual energy output or the utility or offtaker that will purchase its power, though those details typically follow as large-scale solar projects move from mobilization into full construction.
ACCIONA Energía is the renewable energy subsidiary of Spanish conglomerate ACCIONA, with a global portfolio spanning wind, solar, hydroelectric and other renewable technologies across multiple continents. The Fleming County project reflects the company’s continued expansion in the U.S. market, where it has steadily added photovoltaic capacity alongside its established wind energy business.
The Fleming Solar Farm’s start of site mobilization comes amid broader utility-scale solar construction activity nationally. In Arizona, EVelution Energy recently began construction on a 28 MW solar facility designed to power a planned $450 million cobalt processing plant, an industrial application of solar power distinct from grid-connected projects like Fleming. Together, the two projects illustrate the range of solar development currently underway in the U.S., from direct grid supply to dedicated industrial power generation.
