Greece’s Ministry of Environment and Energy is proposing a series of reforms covering the development, installation and connection of renewable energy installations designed for self-consumption. A public consultation on the reforms ran earlier this month.
The directive includes permitting the installation of balcony solar up to 800 W for the first time. Balcony PV would not be permitted to inject electricity into the grid, the ministry says, and would be subject to safety requirements to protect the grid and other electrical installations. The consultation also covered plans for allowing standalone residential battery storage, which would also be designed exclusively for self-consumption.
Additional reforms plan to facilitate the development of collective self-consumption in buildings such as apartments and residential complexes. It would also allow third parties to develop self-consumption systems on behalf of consumers and introduce the possibility for participants supplied by different electricity retailers to join the same self-consumption scheme.
Alongside the regulatory changes, the ministry plans to accelerate the rollout of smart electricity meters for owners of self-consumption systems and establish an electronic self-consumption registry to digitize administrative procedures and improve data exchange between stakeholders.
The amendment is also designed to regulate deficiencies that arose during the implementation of the existing self-consumption framework, the ministry’s update adds, by clarifying the procedures for implementing and clearing self-consumption schemes.
If follows Greece’s Law 5299/2026, enacted in May, which established renewable energy acceleration areas and transposed EU RED III directives.
The ministry’s latest update adds that strengthening energy democracy through self-consumption remains a key priority for the Greek government. According to figures available on its website, over 37,400 self-consumption systems have been put into operation since 2020, covering a total capacity of 1,070 MW.
Greece installed around 1.9 GW of new solar capacity in 2025, bringing total installed solar capacity to roughly 11.5 GW.
